Assembly Speaker Sheldon Silver, D-Manhattan, introduced a bill late Monday night that would ban confidential settlements by the state.

Assembly Bill 8065 appears to ban the type of settlement that was given to the victims of sexual harassment by then-Assemblyman Vito Lopez, D-Manhattan. Critics of that settlement contend it allowed Silver to brush the problem under the rug.

A copy of the bill is available below.

Specifically amended by the bill is the state's civil practice law and rules, with the addition of a new rule banning confidential statements. Included in this bill is a protection of the identities of victims of sexual abuse, who is the party to a a settlement.

The Assembly bill, which is in the Judiciary Committee, doesn't have a companion bill in the Senate.
