How stupid can a business owner be? I got one of these calls and knew it to be a scam immediately and hung up after uttering a few expletives at the caller.

Both the mayor and the council should drop the muni fight and figure out where their finances are.

Biannual means every two years. Semi-annual means every half year. Hence the reference to Albany and Saratoga should read "semi-annual".

According to our illustrious mayor, this was called off at 9am and no one was informed. As a result, Mohawk Avenue was it's usual disasterous self with clogged catch basins and small lakes in every driveway.
If you are going to do something intelligent for a change, at least follow through with it.

Businesses that adapt and change with the changing environment survive. Those that don't are doomed to failure. The advent of the automobile industry killed the buggy whip industry. The internet has killed print media. Those who adapt survive.
