Restructure our tax system so that it is not a regressive Tax, but a progressive tax. On the face of it, yes this is raising taxes, but it is actually TAX RELIEF and redistribution and yes, would probably involve re-instituting some kind of tax on the wealthiest 1% (or millionaire's tax).
