Rocking the Boat a small boat building operation in the Bronx is very successful in developing useful skills, knowledge and motivation in secondary school students. The Federal Reserve would not tolerate full employment- as in Zero Unemployment- not the economists definition of full employment which is about 4% unemployment or 12 million people nationally-, there must be unemployed people to prevent wages from rising, they say.
