This reeks of budgetary mismanagement. There should be funds budgeted for waterway maintenance, both short and long term. The "infrastructure is aging and some of it is over 100 years old." OK, so what have we been doing for 100 years in terms of upkeep and budgeting? All of the sudden it's a crisis? Or is it bad planning and poor budgeting following years of inadequate maintenance? Having to take trail funds to maintain a safe canal makes it very clear.
