"An historic" absolutely sounds terrible even if 20 - 30% of the population still uses that form. Next time try "a historic". You certainly wouldn't say "an hotel" would you?

I'll assume that they are collecting any required sales taxes, and that they also have any and all permits required by the State Health Department.

So someone from the assessor's office finally does the job correctly, and now the Gazette thinks that city officials were "careless" in approving the sale of these liens?

The bottom line is it's 100% the fault of the non-profits who failed to file for tax exempt status as required. If they are forclosed on, it will be a valuable lesson to all non-profits to file their paperwork on time in the future or be prepared to pay the piper.

If the non-profits had filed their annual documentation as required, they wouldn't be in the mess they are in. It's their own fault, NOT Stratton's. No sympathy.
