Animal rights groups, as well as other social-engineering types of groups, have their own share of nut cases.

No sir. This County can't even get government right, let alone try to handle a nursing home.
It is not the obligation of Government to provide a service that could be provided much better by a private entity. However it is the obligation of government to ensure that this service is performed well for the benefit of the patients and their families.
I'm of the understanding that if the tenant had a signed lease agreement with the landlord, the bank would have to honor that, just as if the landlord sold the property to someone else.
That is a case where a lease would protect the tenant also
