Currently; there is nothing a driver can do to protect himself against an illeggal driver. The police usually just let them go if they are stopped for speeding. In an accident; a licensed driver will have an address, insurance and an identity that can be checked and traced.
These people are going to drive with or with out a license. An 'Imigrant' license that requires insurance and Identity will at least give some protection to the driving public.
