I think "dysfunctional government" is the reason for all the other choices. Be angry at the source.

Those who chose "I'm not angry" may very well not be. Not being angry doesn't mean you're satisfied with the way things are. I don't like that hot dogs come in packages of 10 and buns in packages of 8, I'm not going to get angry about it, though.
