Why not? Close every OTB in the state, sell off the brick and mortar, equipment etc. and put the whole thing online. Look at the savings in overhead alone, plus the easy access will be a boon to every gambler out there.
Although the regulation logistics will be a nightmare in the beginning, in the long run, the bottom line will be impressive and beneficial.
Now....all you self appointed social reformers and pseudo protectors of the weak of will, take a deep deep breath, calm down and bury those idiotic ideals about saving the broken.
The gamblers are going to gamble, the drunks are going to drink, and the smokers are going to puff away.It's a fact of life, so...

let's all be Machiavellian and suck every dime we can out of every vice out there, and lets find new ones to exploit! Let's face it, we have millions of drug addled idiots we can pop for a few hundred million too!
You can't save lets save some money for the rest of us.
