Why not? Close every OTB in the state, sell off the brick and mortar, equipment etc. and put the whole thing online. Look at the savings in overhead alone, plus the easy access will be a boon to every gambler out there.
Although the regulation logistics will be a nightmare in the beginning, in the long run, the bottom line will be impressive and beneficial.
Now....all you self appointed social reformers and pseudo protectors of the weak of will, take a deep deep breath, calm down and bury those idiotic ideals about saving the broken.
