Embattled Montgomery County breeder surrenders last dogs

Thirteen dogs — 11 border collies and two border collie mixes — were surrendered by kennel owner Herbert Weich on Monday. These final 13 dogs were seized from Flat Creek Border Collie Kennel on Rappa Road on Jan. 22 and were found to be emaciated and riddled with parasites.
