Robert Decker passed off A+ Rated Contracting as being fully insured so he could land roofing jobs between 2011 and 2013. But he was’t insured. And after the contracts were signed and money was given to him, the 59-year-old Fonda man left most of the work unfinished. And in some cases, he never performed any work at all.
