Pair accused of jewelry theft at Crossgates Mall

Two Troy residents stole thousands of dollars worth of jewelry from the JC Penney store in Crossgates Mall, police said. Melissa Russell, 23, and Scott T. Cleland, 26, both were charged with third-degree grand larceny and fifth-degree criminal possession of stolen property.
