After days of steady rainfall, the Capital Region was hit with flash floods Friday that caused Montgomery County to declare a state of emergency, a woman to possibly go missing in a Saratoga County stream and two tractor-trailers to tip over in Schoharie County, spilling fuel into a nearby stream....
