Spa City massage parlor shut down, prostitution charged

City police shut down a massage business Thursday and arrested two people they said were performing massages without licenses. One of the two was also charged with prostitution, police said. The business operated at 58 Church St. under the name Happy Angel Spa. It was not affiliated with other businesses in the building.
