The town of Halfmoon’s credit rating has been downgraded by Moody’s Investor Services, which cited its spending-down of surplus funds over the past five years. The town of 22,000 people, for decades one of the fastest-growing in Saratoga County, had its rating downgraded Thursday from Aa2 to Aa3, with a negative outlook.
