A Schenectady man faces drunken-driving charges after his vehicle was found by police stopped in a driving lane on Route 7 after having run out of gas, state police said today. Donald J. Birch Jr., 29, was charged Feb. 5 with one count each of driving while intoxicated and third-degree aggravated unlicensed operation.
