They need to bring in stores that people want to shop at. That's the key. If they don't have what customers are looking for, they will not go. People go to crossgates and colonie center because there is a wide variety to choose from. Sure you can fill the mall up with a bunch of tenants, but what good is it if nobody wants to shop at those stores?
