Proposal would help Schenectady homeowners pay for water, sewer repairs

A solution to the longstanding question of how to help low-income homeowners pay for emergency water and sewer line repairs may finally be at hand. Who gave this concept to special ed? It is a really sound thought out proposal. He does not possess the processing capacity to arrive at such a complex solution on his own. Whoever had the idea should run in his stead.
