Second man charged with raping child in Montgomery County

A second man has now been arrested in a scheme that authorities say involved the repeated rape of a child. Neal D. Sommers, 27, of Albany, was formally charged Thursday with multiple counts, including predatory sexual assault against a child, state police spokesman Trooper Mark J. Cepiel said.
