Malta Planning Board to review apartment complex plan

— A developer has proposed a 214-unit multibuilding apartment project in Malta’s downtown area, just a couple of miles from the GlobalFoundries computer chip plant.

The Lofts at Saratoga would include 17 three-story buildings of various sizes on just under nine acres along Saratoga Village Boulevard opposite the Malta Commons Business Park.

The town Planning Board will be doing a conceptual review and holding a public hearing at a meeting tonight, but taking no action.

The property falls within the area where the town’s downtown “form-based code” is in effect. Under that code, the Planning Board does a review but developers can obtain needed approvals from town planning staff, if their projects meet stringent town-set standards.

The same property was approved last August for four large 50-unit apartment buildings, but the project was never started. Developer Robert Hayes of Saratoga Springs is now proposing the 17-building project. The buildings would look more like townhouses than those in the earlier apartment-building proposal, town officials said.

Hayes could not be reached for comment on Monday.

Plans filed with the town call for one four-unit building, eight eight-unit buildings, seven 18-unit buildings, and one 20-unit building. The buildings will have a brick exterior finish, and interior roads among the buildings would remain private.

Each building will have stoops, porches and balconies, and each unit will have a garage accommodating one vehicle, according to information filed with the town.

“They’re nice-looking buildings, but a very different feel than in the past,” said town Senior Planner Sophia Marruso.

The Lofts at Saratoga proposal is the latest large housing complex to be offered in the downtown area.

The Planning Board meeting is at 6:30 p.m. at the Malta Town Hall.
