Sexual assault reported on Siena College campus

Siena College officials are investigating a sexual assault on campus. The college said in an email to students and faculty that the incident was reported Thursday. While they investigate, they reminded students to walk with a buddy, avoid drugs and alcohol and scream “Fire!” rather than “Rape!” to get help if they are attacked. Never heard the scream Fire over Rape strategy. I wonder what the rationale is? I suppose everyone will run to help if there is a fire but might be afraid if there is a rape?
