The Schenectady Police Department has spent much more than it budgeted for overtime this year, and its collection company hasn’t brought in any revenue from old parking tickets, Chief Brian Kilcullen reported at the start of his budget review Tuesday. Maybe the city should outsource the ticket WRITING as well as collections. A private company that has a financial motivation to issue and collect tickets will probably do a lot better and aggressive job of bringing in the income.
