Man charged with felony DWI after accident

— A Gloversville man was charged with his second felony DWI Friday after hitting another vehicle with his own and then driving away, according to police.

Gloversville police responded to a report of a hit-and-run Friday afternoon that damaged a vehicle, and were given the license plate number of the fleeing car.

Around 2 p.m. at the intersection of North Main Street and Prospect Avenue, officers located the driver — 53-year-old John E. Brockhum, of 1 Mill St. — and found him to be under the influence of alcohol. They later determined that he had a 2003 conviction for felony DWI, and as a result, charged him with felony DWI in this instance.

In addition to that charge, Brockhum is facing aggravated driving while intoxicated, leaving the scene of a property damage automobile accident and following too closely.

He was arraigned in Gloversville City Court and released on his own recognizance.

What was his BAC? Why would a judge release a repeat DWI offender who left the scene of a crash free on his own recognizance?
