Luis Rivera clearly pulled a gun on police before he was shot dead, outgoing NAACP chapter President Ted Ward said. The city has released the police car dashcam video that shows parts of the encounter in which officers shot and killed Luis Rivera on State Street in 2011. The cameras on the police cars do not show the entire situation, because none of the cameras were pointed directly at the action. But included on the ...

So Ward, you saw the video, he had a gun and he attempted to pull it. After all of your accusations against the SPD, where is your apology? there is none, instead you continue to accuse the police, you now say the other officers should not have fired. really? A real man would admit he was wrong and step up, but that would be a real man Ted.

This video is the best thing to happen to the SPD in a long time. I don't know why they fought the FOIA release of it. In my opinion, these guys did what they had to do with a uncooperative, gun-toting suspect. Kudos to McCarthy for opting for "sunshine." These guys (and gals) only get a few seconds, if that, to make life and death decisions.

All these idiots who think they know how to handle a situation like this should be on a list to assist the PD every time a similar one arises. Let them use their "know how" to defuse the incident. Then after they're laying in a pool of their own blood the PD can come in and clean up the mess.

There's a local message board full of these clowns who think they know a better way of doing things. I'd start compiling my list there.

Here is a bulletin!
Please do not waive a gun(working or not working) in an urban setting with bystanders on a busy street and chance a call to the SPD.

In addition please do not make statments you do not really intend to fulfill.
Like," I will shoot anyone that comes near me!" It causes Law Enforcement to active negatively, regardless of your age, race, ethnicity or creed.

Thirdly, if ordered by a uniformed officier(even just one) to halt, please do.
If you do not everything that comes after is on you!

These are not personal things, just facts.

This is all part of a public education piece, that was supposed to have been conducted by the Civilian Police Review Board. The members somehow, never got to it. Instead, valuable time was spent on goofy stuff like: should unpaid married couples be allowed to serve on the Board, even though they are highly qualified and approved by the Mayor and City Council.
Members of the NAACP and the community they represent, should take out there frustration, which I share, on the City Council. They wasted several years, not putting enough focus on an effective Civilian Review Board.

Interesting to note that, near the end of the second video, the dispatcher says she just got a report of shots fired on Park Place. Cops put there rear ends on the line every time they go on duty. Shots fired is sometimes what they have to face. If you pull out a weapon, working or not, when the cop tells you not to, expect a bad result.

There must be a better way to handle situations like this. The deceased did not fire one round, yet had about 15 directed at him. Obviously it was a very stressful situation for all involved. Perhaps some day there will be non lethal ways in which police officers can gain control of a very out of control situation.

Grovestand.....you go ahead and test that method. Why take a nonlethal approach toward someone who obviously has complete disregard if you happen to make it home or not to your family. What a joke! Why should these officers guess at who will be shot first??

There was a better way to handle it, all he had to do was comply with the Police, period, end of story. What would you be saying if the Police did not fire and Rivera killed an innocent child on the street? Would you then be blaming the Police for not acting? These officers have to make life and death decisions in a matter of a couple seconds, these decisions are based on there thousands of hours of training which also include actual films of this type of situation. They acted correctly in a potential deadly situation by protecting themselves and the public.

This story is the worse blow by blow description I have ever read. Does the writer realize we can watch the video and see/hear what happened? Lines such as "It was only then that they realized the truth." are just being made up by the author who clearly is in no position to say what these Officers were thinking or realized at the time. At no time in the video is anyone heard saying it was a non working gun. Also you can clearly see soon as the first cop approaches and grabs the guys shirt the first thing rivera does is lift his shirt and start pulling the gun from his pocket as he is pulling away from the cop.

Also Ward is a fool, he is suggesting that the other two cops should have sat in their car and watched as the other was in danger and left him to fend for himself. What a joke, Ward is a coward who cant face the facts of life.
