Maybe if you read the complete bill you would see why he voted against them, or better yet ask him.

Most of us don't have the time or tenacity to look up the details of these long worded bills. So tell us why you believe this bill was actually so detrimental to women? On the surface, it appears that Amedore saw this story about Silver's pay off and cover up as an opportunity to curry favor with a group of voters (women) he didn't do well with the last election. Also Ms. McGarraugh's suggestion for Amedore to improve his status among women voters by working with local organizations has some validity if you believe that a politician's actions speak louder than they their criticism of their opposition.
