Albany parking plan for residents to start

The city will put its residential parking permit system into effect at 8 a.m. Tuesday. The Albany Common Council in June unanimously approved the residential parking system regulating parking in 2,750 spots near the Empire State Plaza. Only residents and business owners are eligible to get permits.
