An Albany man has been arrested after he allegedly inappropriately touched a woman at a residence for seniors. Richard P. Ragone, 64, of 29 Maryland Ave., was charged with second-degree endangering the welfare of a vulnerable elderly person, a felony, and third-degree sexual abuse, a misdemeanor.
