The solution to Schenectady’s pesky dog problem would start with the census that City Clerk Chuck Thorne has been urging the City Council to approve. So far, he’s run into a stone wall from council members who seem too timid to address the real problem: scofflaws, many of whom own the dogs that pose the biggest nuisances. it would only work if new licensing fees doubled the initial 22k investment. if not its not worth it

The Schdy County SPCA pushed passage of the Vicious Dog Control Act which entitles them to the proceeds of fines for SPCA enforcement of dog licensing laws. This includes reimbursement of costs for sheltering animals. This was supposed to be the great solution to the 'vicious dog' problem. The SPCA doesn't seem to be enforcing anything related to licensing and they still have no shelter. The SPCA and the County passed this sweetheart deal after the SPCA sued the Sheriff. The law made the SPCA contractors of the County if they would drop their lawsuit. I still can't figure out how any of this is legal. Are they really going to renew this for 2013? Let's not forget, the money that they received from the lawsuit they purchased a nice shiney SUV with lights and sirens. I'm still waiting for them to actually save these cats and dogs, it looks like the only people still taking up the slack is the same APF that Tulley tried to destroy.

BTW Gazette, you can't get these dog owners to take responsibility for the kids they produce and you think they are gonna pay for a dog license?
