Officials push to limit vacancies on Schenectady Civilian Police Review Board

The City Council might change the Civilian Police Review Board to fix the long-standing problem of vacant seats, using a proposal floated by the Rev. Philip Grigsby. What's the point? If nobody wants to be part of the Board, then why have it? Seems to me a lot of wasted energy. Has this Board ever accomplished anything?
