— Someone abandoned three young kittens in Troy during the rainstorm this morning, police said.

The owner left the kittens in a laundry basket that was partially sheltered by a plastic bag, but the kittens were not protected from the rain.

Police spokesman Capt. John Cooney said they were “soaked and shivering” when they were found by another resident near Ida and Third streets.

That resident delivered the kittens to the police, who will take them to the Mohawk Hudson Humane Shelter.

Cooney asked pet owners to remember that abandoned animals is a crime — but it’s legal to surrender them at the shelter.

“If getting to the shelter is a problem, please call your local animal control or try your local police department,” he said. “Please make every effort to get the animals to safe haven.”

Why is this news?
AND- why aren't cat owners required to leash their pets?
