A man was arrested Thursday after police say he discharged a firearm outside a Waite Road residence while children were in the home. He later barricaded himself in the home. Francis D. Jubic, 57, was charged with three counts of endangering the welfare of a child and one count of discharging a firearm within 500 feet of a residence.
