Isabel switches parties, putting Dems in control of Amsterdam council

i don't understand why a person can change parties and still remain in their position. there are a lot of people that vote straight party lines and Mr Isabel may not have been elected at all if he had been running on the Democratic line. It seems to me the position should be given up and filled through a special election. Changing political parties while in office seems to happen more and more.
