Color vs b&w photos on licenses? Who cares?

I was not that long ago that there was NO PHOTO on NYS licenses. Some group (I don't recall, NYPIRG?) did studies on how much the pictures were actually looked at and found most clerks were only interested in writing down the number. They paid no attention to whether or not a photo-license was handed to them by a person of same or opposite gender, and even the same race.

I'd rather the money was paid to a NYS company, or at least a US company, but if none submitted a proposal that is of equivalent goods, why not go with the best security, and color be damned?
