The Thruway Authority did it again yesterday — canceling, for the second time in three business days, a hastily called meeting at which it was presumably going to approve a controversial truck toll hike. Abolish the Thruway Authority and bring maintenance for it under NYS DOT control. It has shown repeatedly it can't manage its finances, and this highway was supposed to be be free ~20 years ago anyway. Apparently this authority can't even pay for itself, much less provide revenue for the state as a toll road.

It looks to me as though the original intent was to use the common "strategy" of asking for a huge increase and ultimately reducing the request so that everyone wil be happy about it.
