COO Ellen McClain replaces Hayward as NYRA president

The New York Racing Association announced Monday that its chief operating officer, Ellen McClain, has been elected NYRA’s president. Kenneth Handal, newly appointed acting general counsel and chief ethics and compliance officer, has been elected secretary, according to C. Steve Duncker, chairman of the NYRA board. Duncker announced Handal’s appointment Monday morning and McClain’s election Monday evening. I have always been a strong proponent of "promoting from within" personnel policies. But in this case, elevating the current NYRA COO to be its President seems dangerously close to a "promoting from a rotten core" policy.

If ever there was a need for an organization to find an exceptionally ethical and competent OUTSIDER to be its leader, this is it. Will NYRA never understand that it must completely re-engineer itself if it hopes to retain its vaunted position?
