If 100 people are in the wilderness, they can build a community. If 1,000 people are in the wilderness it isn't wilderness any more- they have built a prosperous community. Humans can live anyplace there is water and sunlight- which opens up the Moon and Mars for colonization right away, and once we can bring in ice chunks from Saturn we can live in space colonies.
