In today’s economy, there’s no easy way to put more than 800,000 New Yorkers back to work. But with the aid of incentives and training programs, the state Department of Labor is aiming to help workers and businesses stave off any further losses as the economy mends. Labor officials are hoping the combination will prevent the Capital Region from following the state trend toward increased job losses....
