FMCC must put building study on hold

— An architectural review of the classroom building at Fulton-Montgomery Community College is being called off because of minimal funding available in the state budget.

Officials in both county governments and at the college decided recently not to open bids received from architects for a study to redesign the classroom building, college President Dustin Swanger said Thursday.

The goal was to determine whether space could be better used with minor reconstruction and refurbishment.

But funding for community colleges in the state budget provides FMCC with only $211,000 for capital needs over the next five years, Swanger said.

The architectural study alone was expected to cost roughly $200,000.

Swanger said seven community colleges didn’t receive any capital funding.

Montgomery and Fulton County governments each pay a quarter of the cost of construction projects, with the state paying the remaining 50 percent.

County officials decided that if the state isn’t paying for half the work, the county taxpayers can’t pay for it either.

The college is planning to start construction this summer on about $2.5 million in work, including updates to heating and mechanical systems, among other projects, Swanger said. That funding was obtained previously.

Now, administrators are reviewing the needs of the 40-year-old facility in hopes of requesting “critical maintenance” funding from the SUNY system, Swanger said.

“We’re looking at our buildings right now, looking at where we have critical maintenance items,” Swanger said.

Leaking pipes in the library building will likely be considered a critical item.

“We have to take care of that,” Swanger said.

The roof over the classroom building needs repair or replacement also, Swanger said.

The Montgomery County Board of Supervisors’ education committee discussed the issue briefly last week, and officials from both counties discussed the situation on Wednesday.

Montgomery County education committee Chairman Robert McMahon, R-Canajoharie, said the lack of funding highlights the challenge the college and sponsoring counties are facing.

“It’s a tough problem. We’ve got to be tough on the county level, but we’ve certainly got to understand our obligations to the college,” McMahon said.

“It’s maintenance now, preserving what we’ve got, and you can’t walk away from that,” McMahon said of the college building, built in 1969.
