Town property owners getting new assessment

— Notices informing Wilton property owners of their preliminary new assessments have been sent out with results of the first townwide property revaluation since 2004.

Town Assessor Marjorie Little said the assessment statements went out March 1 to the owners of nearly 7,000 parcels of property in the Northway corridor town.

By Thursday afternoon, 100 property owners had asked to have an informal meeting with the town assessor’s office.

“I’ve been getting calls since Monday,” Little said. “A lot of the calls are just for information.”

Town Supervisor Arthur Johnson said after Thursday’s Town Board meeting that he has received just two calls about the reassessments so far.

“I told them to come in and see the staff,” Johnson said.

He said Little and her staff will explain how the new assessment was calculated and how the property owner can object to the new numbers.

“Once they leave here they will understand how the assessment was arrived at,” Johnson said.

The disclosure notices include the preliminary new assessment, the property’s current assessment, and an example of how the change in property valuation would have affected the owner’s 2007-08 tax bills if the new assessment had been in effect last year.

The informal, 20-minute meetings with the assessor’s office staff will be held from Monday through March 24. Property owners must call the Town Hall at 587-1939 to schedule such a meeting.

In general, Little said, about one-third of the assessments have increased, about one-third have stayed the same and roughly one-third have gone down.

She said this same trend was true when the town reassessed property in 2004.

“[Home] sales have slowed down,” Little said. “But prices haven’t gone down.”

She said there is a trend of substantially higher assessments on vacant land in Wilton under the new assessments. This change is caused by recent sales of vacant land in the town.

Little said that in Saratoga County the median price of a home has increased in value by 4 percent over the past year. She said this is very different from news stories about home values in other parts of the United States that have dropped significantly over the past year.

“I haven’t seen any big substantial drop in prices,” Little said.

If a property owner provides the assessor’s office with information indicating his or her property values should be changed and the assessor agrees, those properties will receive a Change of Assessment Notice by the first part of May.

Property owners should provide the assessor with reasonable information that supports their opinion of the value of their property.

The property owners can research the assessments of similar properties and sales information at Town Hall at 22 Traver Road.

“If the owner still disagrees with my decision they will have the opportunity to submit an application to attend Grievance Day (May 27) and present their case to the Independent Board of Review,” Little said.

Wilton has no town general fund or highway fund taxes but does have special district taxes — 37 cents per $1,000 for the emergency squad, $1.34 per $1,000 for the Greenfield Fire District or $1.04 per $1,000 for the Wilton Fire District.

Residents also pay county and school district taxes.

“I’m very happy with the reaction so far,” Johnson said. He said this is the first time assessments have been updated in four years. “The whole principal is fairness and equity.”
