— Even as it gets ready for the racing season, NYRA can’t break free of the problems of the past.

New York Racing Association officials still don’t expect to get out of bankruptcy by the July 13 contract extension deadline.

Charles Hayward, NYRA president and chief executive officer, said today he doesn’t expect the required franchise agreement, settlement agreement with the state and lease agreement with the future video lottery terminal vendor to be in place by the end of the week. Those documents have to be completed before NYRA will be out of bankruptcy, Hayward said.

Hayward and other NYRA officials gave a tour of $1.1 million in capital improvements at Saratoga Race Course this morning, including air -onditioned tents, more outdoor seating at the top of the stretch and new ATMs.

Preparations are in full swing for the 2008 racing season at Saratoga, which will run from July 23 to Sept. 1.
